December 5, 1883, Harlan Weekly Chief (ID 2261)

To the people of Smith County -- In starting the Chief at this place, it is not to supply a long-felt want -- in fact there was but twelve at the outside that cared whether we published a paper here or not....We shall try to give our readers a good local paper....Our mission here is not to mould public opinion, nor to reform affairs in this county -- we couldn't if we wanted to....The Chief will be found at all times working for the interests of the people and -- its publisher. -- W. H. Whitmore.
